On December 15,
1993, in a meeting with the California Regional Water Quality Control Board-Central Valley Region
(CRWQCBVR) and the San Joaquin County Public Health Services (SJCPHS), Southland agreed to a
scope of work which Southland believed would satisfy all requirements for closure at the site. The
meeting was held because SJCPHS denied closure even after confirmation borings drilled in 1993 did
not indicate the presence of petroleum hydrocarbons in the soil.
The scope of work agreed to during the December 1993 meeting involved groundwater monitoring,
conducting a soil vapor extraction, and providing SJCPHS with historical data and a closure report. All
aspects of the criteria set forth in the meeting have been completed and the results were described in
Addendum to Closure Report, dated April 27, 1994. In a letter dated July 12, 1994, SJCPHS denied
closure and requested that Southland conduct additional soil borings at the site. The following is a
summary of the closure request and Southland's position regarding the site.
Groundwater Contamination
Groundwater analytical data for the January 24, 1994 sampling event indicate a maximum of 1 part per
billion (ppb) benzene and 34 ppb total petroleum hydrocarbons-as-gasoline (TPH-G) dissolved in
groundwater. Results of groundwater sampling since 1989 have indicated the presence of petroleum
hydrocarbons at or below California drinking water standards in random samples in only one well,MW-1.
The data indicate residual hydrocarbons exist in groundwater concentrations at or below state maximum
ADDENDWITR(STHL-6)
Offices throughout the U.S.,Canada and Overseas
