Kerry Sullivan, Assistant Planner RECEIVED
San Joaquin County Planning Division
1810 East Hazelton Avenue
Stockton, California 95205 OCT ] 1987
SAN JOAQUIN COUNTY
Subject : SU-87-22 PLANNING DIVISION
Dear Mr. Sullivan:
The proposed additional residential development area is
located within the boundaries of the Tracy Joint Union High
School District. The district' s school facilities are
presently overcrowded, and the district has yet to receive
any funding from the State for additional school facilities .
Development associated with this proposed subdivision will
be accompanied by the charging of the AB2926 developer fee.
It should be stressed, however , that this small fee is
inadequate to provide the necessary school facilities that
will be needed to service continued residential
development, such as this, within the district ' s boundaries.
The City of Tracy has recently addressed a similar situation
within City limits , in cooperation with the school district,
by requiring the establishment of a Mello-Roos Community
Facilities District (CFD) encompassing new residential
development areas. This CFD establishes a tax revenue base
for the school district which will be adequate to ensure
that revenues will exist to finance school facilities if
State funding does not become available when needed.
We would request that the County require that development of
this new residential area be accompanied by the formation of
a CFD to ensure the adequate financing of school facilities.
If any further information is required concerning this
request please contact me at your convenience.
Thank you for your help -and cooperation.
S' a q
Robin Tey
Directocilities D velopment
RTB: sz
"ALL STUDENTS CAN LEARN"
