Item No. 1 <br /> PC : 11-19-87 <br /> SU-87-22 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1 . Adopt the previously certified Environmental Impact Report <br /> No. ER-86-3 with a Finding of Significant Environmental <br /> Impacts (Attachment A) and Statement of Overriding <br /> Considerations (Attachment B) . <br /> 2 . Adopt a resolution intending to approve SU-87-22 contingent <br /> upon Board of Supervisors approval of GP-88-13 and ZR-88-11 , <br /> based upon the "Findings" in the staff report and subject to <br /> the recommended "Conditions of Approval . " <br /> FINDINGS <br /> 1 . "The proposed map is consistent with applicable General and <br /> Specific Plans. " <br /> Staff can make this finding because the proposed map is <br /> consistent with the residential policies of the General <br /> Plan and with the Rural Residential designation of the <br /> General Plan. No Specific Plan has been adopted for thie <br /> project site. <br /> 2 . "The design or improvement of the proposed subdivision is <br /> consistent with applicable General and Specific Plans . " <br /> ° Staff can make this finding because of the following <br /> reasons: <br /> a. The number of lots proposed is within the density range <br /> allowed under the Rural Residential designation of the <br /> General Plan. <br /> b. The overall project design meets the minimum area and <br /> width requirements of the RR-65 zone. <br /> c . Adequate traffic circulation will be provided by the <br /> design. <br /> 3. "The site is physically suited for the type of development . " <br /> ° Staff can make this finding because the site is relatively <br /> flat and can accommodate the number of units as proposed. <br /> 4 . "The site is physically suitable for the proposed density of <br /> development . " <br />
