Item No. 1 <br /> PC : 11-19-87 <br /> SU-87-22 <br /> Page 4 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> The subject site was included in the Environmental Impact Report <br /> (EIR) prepared for the Traina Brothers project . The site was <br /> also included in the Valpico Rural Residential Expansion Area' s <br /> General Plan Amendment and Zone Reclassification applications <br /> (GP-88-13 and ZR-88-11 ) . These applications were heard by the <br /> Planning Commission on October 8 , 1987 , and forwarded to the <br /> Board of Supervisors with a favorable recommendation. They will <br /> be heard by the Board of Supervisors on November 23 , 1987 . If <br /> these applications are approved, the General Plan designation <br /> will be changed from Agriculture to Rural Residential , and the <br /> area will be rezoned from GA-10 (General Agriculture, 10-acre <br /> minimum) to RR-65 (Rural Residential ; 65,000-square-foot <br /> minimum) . <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The development as proposed is consistent with the proposed <br /> Rural Residential General Plan designation and the requirements <br /> of the proposed RR-65 zone. <br /> A recent change in the County Ordinance (Section 9-5004, effec- <br /> tive November 6, 1987) provides a greater degree of flexibility <br /> In subdivision design by permitting some variability in minimum <br /> parcel sizes. This revision permits the minimum net lot area <br /> to be reduced by up to ten percent , provided the overall <br /> average lot size of the subdivision is equal to or greater than <br /> the minimum lot size normally required by the RR zone. Some of <br /> the proposed lots in this development are below 65 , 000 square <br /> feet ; however, the overall average lot size is approximately <br /> 67, 440 square feet . <br /> The Planning Division has considered the housing needs of the <br /> County in recommending approval of this subdivision and has <br /> concluded that the housing that may result from this approval <br /> can be balanced with the public needs of existing residents in <br /> the area. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Traffic Circulation: <br /> Section 9-9353 of the Planning Title states that roadway <br /> systems within subdivisions shall be designed so that any lot <br />
