Item No. 1 <br /> PC : 11-19-87 <br /> SU-87-22 <br /> Page 6 <br /> Parks: <br /> The project will increase the demand for park facilities. <br /> HAZARDS/CONSTRAINTS: <br /> Water Quality and Hazardous Waste: <br /> During the Traina Brothers hearing on September 10, 1987 , the <br /> Local Health District noted that traces of chloroform were evi- <br /> dent in water in this area. Consequently, the Health District <br /> is requesting that if individual wells are used on an interim <br /> basis, a test well is to be drilled to determine the water <br /> quality and availability before the final map is approved. <br /> The Tracy Defense Department is adjacent to the site on the <br /> northeast . The Local Health District has indicated that the <br /> Tracy Defense Depot is designated as a Federal facilities site <br /> under a scheduled clean-up work plan. <br /> State aw requires that if a project is within 2000 feet of a <br /> designated hazardous waste site, as is the case with this pro- <br /> posed subdivision, a "Border Zone Property/Hazardous Was o' <br /> Determination" is necessary. This determination by the �pJ <br /> D.epar-tmen-t of Health Services, Toxic Substance Control <br /> Division, must be made within one year prior to any construc- <br /> tion. Additionally, the State can impose development restric- <br /> tions as a result of the determination. _ A Condition of <br /> Approval addressing this issue has been developed by the Local <br /> Health District . <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Environmental Impact Report (EIR) was prepared for the Traina <br /> Brothers General Plan Amendment . The Final EIR was certified by <br /> the Board of Supervisors on August 27 , 1987 . As part of the EIR <br /> certification, a Finding of Significant Impacts and a Statement <br /> of Overriding Considerations were adopted. <br /> The EIR also proposed mitigation measures to address potentially <br /> significant environmental effects which could be eliminated or <br /> reduced to acceptable levels. Conditions of Approval have been <br /> proposed to address these issues. <br /> The information about the chloroform in the groundwater came to <br /> light after the Final EIR was published. The potentially signi- <br /> ficant effects associated with this contamination are being miti- <br /> gated to a level of nonsignificance via the Local Health <br /> District ' s Conditions of Approval . <br />
