Item No. 1 <br /> PC : 11-19-87 <br /> SU-87-22 <br /> Page 14 <br /> ATTACHMENT "A" <br /> FINDINGS OF SIGNIFICANT ENVIRONMENTAL IMPACTS IDENTIFIED IN THE TRAINA <br /> BROTHERS ENVIRONMENTAL IMPACT REPORT (ER-86-3) <br /> Section 15091 (a) of the "State CEQA Guidelines" states : <br /> (a) No public agency shall approve or carry out a project for <br /> which an EIR has been completed which identifies one or more <br /> significant environmental effects of the project unless the <br /> public agency makes one or more written findings for each of <br /> those significant efects, accompanied by a brief explanation <br /> of the rationale for each finding. The possible findings <br /> are: <br /> ( 1 ) Changes or alterations have been required in, or incor- <br /> porated into, the project which avoid or substantially <br /> lessen the significant environmental effect as iden- <br /> tified in the Final EIR. <br /> ( 2) Such changes or alterations are within the respon- <br /> sibility and jurisdiction of another public agency and <br /> not the agency making the finding. Such changes have <br /> been adopted by such other agency or can and should be <br /> adopted by such other agency. <br /> (3) Specific economic , social , or other considerations make <br /> infeasible the mitigation measures or project alter- <br /> natives identified in the Final EIR. <br /> 1 . Impact : <br /> Irreversible loss of 40 acres of prime agricultural land and <br /> encouragement of residential development on prime agri- <br /> cultural land. <br /> Mitigation: <br /> None. <br /> Finding• <br /> No. 3 , above. <br /> Supporting Facts: <br /> The elimination of prime farm land is an unavoidable impact , <br /> but the project would be of economic benefit to the County <br />
