Impact : <br /> Land use conflicts with adjacent agricultural activities. <br /> Mitigation: <br /> Avoid lot splitting for rural residential uses in those areas <br /> which are in agricultural production. <br /> Finding: <br /> No. 3 , above. <br /> Supporting Facts: <br /> The study area is already divided into smaller lots for hom <br /> sites, which makes agricultural practices difficult . <br /> Agricultural economics have reached the point where it is no <br /> longer feasible to produce apricots and walnuts in the <br /> Valpico area. <br /> 3 . Impact : <br /> Expansion of the Vaipico Rural Residential Area is not con- <br /> sistent with the City of Tracy' s or the County' s intent to <br /> encourage development where urban services are available . <br /> Mitigation: <br /> None. <br /> Finding: <br /> No. 3, above. <br /> Supporting Facts: <br /> The existing Valpico Rural Residential Area is essentially <br /> built out . Due to the demand for rural residential homesites, <br /> and the inability of the City of Tracy to meet the demand for <br /> new residential development , it is appropriate to allow add <br /> tional rural residential homesites in this area. <br />
