Consistent with this requirement , the <br /> Department of Public Works is requesting as a Condition of <br /> Approval that the two cul-de-sacs shown on the tentative map <br /> (Heather Court and Alder Court ) be interconnected to form a <br /> connecting street between Alder Street and Leward Way. <br /> Public Works is also requesting as a Condition of Approval that <br /> Chrisman Road shall be dedicated and improved on the sub- <br /> division side in conformance to the County standard of an <br /> 84-foot right-of-way street . <br /> At the October 28 , 1987 , Development Committee meeting for this <br /> item, the applicant noted that he was unwilling to connect the <br /> two cul-de-sacs and make the improvements along Chrisman Road. <br /> Access : <br /> Planning staff is recommending that access to Lots 20-24 from <br /> Chrisman Road be restricted and that access to Lots 1 , 15 , and <br /> 24 from Valpico Road be restricted. <br /> FACILITIES/SERVICES : <br /> Water , Sewer, and Storm Drainage Facilities : <br /> This Major Subdivision application was filed pursuant to <br /> Section 9-10002 (e) ( 1 ) of the Planning Title . This section <br /> allowed Rural Residential Tentative Subdivision Maps filed <br /> prior to May 28 , 1987 , to be considered under development stan- <br /> dards in effect prior to that date . On that date, the Board of <br /> Supervisors adopted the County Development Ordinance, which <br /> required (among other items) that Rural Residential parcels <br /> less than two acres be served by a community water system and a <br /> community drainage system. As proposed Bojoli Estates will be <br /> served by individual on-site retention basins and individual <br /> septic tanks. Water will be provided on an interim basis by <br /> private wells. "Dry" waterlines are also to be installed in <br /> preparation for the future community water system. <br /> Schools: <br /> The project is within the Tracy Joint Union and Jefferson <br /> Elementary School Districts, both of which are experiencing <br /> overcrowding. The project is subject to the payment of deve- <br /> lopment fees, which will aid but not provide sufficient funding <br /> for new facilities . As these fees may represent a sizeable <br /> amount of money, this information should be included in the <br />
