Item No. <br /> PC : 11-19-87 <br /> SU-87-22 <br /> Page 6 <br /> public report for this subdivision which is filed with the <br /> State Department of Real Estate. <br /> Parks : <br /> The project will increase the demand for park facilities. <br /> HAZARDS/CONSTRAINTS : <br /> Water Quality and Hazardous Waste: <br /> During the Traina Brothers hearing on September 10 , 1987 , the <br /> Local Health District noted that traces of chloroform were evi- <br /> dent in water in this area. Consequently, the Health District <br /> is requesting that if individual wells are used on an interim <br /> basis, a test well is to be drilled to determine the water <br /> quality and availability before the final map is approved. <br /> The Tracy Defense Department is adjacent to the site on the <br /> northeast . Though the Tracy Defense Depot is not now <br /> designated as a hazardous waste site, it has been identified as <br /> being a potentially hazardous waste site and is currently being <br /> assessed by State and Federal agencies for possible inclusion <br /> on the Superfund List . Additionally, there has been an iden- <br /> tified off-site hazard in the groundwater to the northeast of <br /> the Defense Depot which is migrating away from the project <br /> site . <br /> State law requires that if a project is within 2000 feet of a <br /> designated hazardous waste site , a Border Zone Property/ <br /> Hazardous Waste Determination" is necessary. This deter- <br /> mination by the Department of Health Services , Toxic Substance <br /> Control Division, must be made within one year of any construc- <br /> tion. Additionally, the State can impose development restric- <br /> tions as a result of the determination. <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Environmental Impact Report (EIR) was prepared for the Traina <br /> Brothers General Plan Amendment . The Final EIR was certified by <br /> the Board of Supervisors on August 27 , 1987 . As part of the EIR <br /> certification, a Finding of Significant Impacts and a Statement <br /> of Overriding Considerations were adopted. <br /> The EIR also proposed mitigation measures to address potentially <br /> significant environmental effects which could be eliminated or <br /> reduced to acceptable levels . Conditions of Approval have been <br /> proposed to address these issues . <br />
