This would allow one basin to be taken out of service for maintenance. <br /> A very important maintenance task will be to periodically disc the pond bottoms <br /> so that a permeable condition is maintained. Removal of accumulated solids <br /> should be needed less frequently. ` <br /> D. ADDITIONAL CONSIDERATIONS <br /> The previous discussion primarily addresses the land area and mechanical faci- <br /> lities required for a package plant and basin system, but it does not address <br /> the larger picture of whether or not this package treatment plant and disposal <br /> alternative is feasible. The feasibility will depend on overall cost of the <br /> project, groundwater and soil conditions, and regulatory agency requirements. <br /> Investigation of groundwater and soil conditions is recommended early in the <br /> planning process. Important information to obtain will be the type and per- <br /> meability of underlying soils. The depth to groundwater will be an important <br /> factor because minimum separation distances (approximately 5 ft) must be main- <br /> tained between the basin bottom and impermeable soil strata or groundwater. <br /> Short circuiting of percolated wastewater to the San Joaquin River could also <br /> be a concern. <br /> The Regional Water Quality Control Board will be interested in potential <br /> impacts to the water resources in the area. With a package treatment plant <br /> and basin system, a waste discharge permit would have to be issued by the <br /> Regional Board. These requirements could include effluent and groundwater <br /> monitoring programs.
