The ideal situation would be for a public agency to maintain the plant <br /> to assure that proper attention is given to operations. However, it could be <br /> difficult to get a public agency to accept the responsibility. Alternately, a <br /> certified treatment plant operator could be hired. <br /> Odors at the treatment plant should not be a problem if it is operated pro- <br /> perly. However, if treatment efficiency decreases and partially treated waste- <br /> water is allowed to enter the basins, odor could become a problem. <br /> Other issues which will need to be addressed in planning the wastewater facili - <br /> ties include security and flood potential .
