We request you implement <br /> the sampling program immediately to characterize your wastewater and submit a <br /> revised ground water monitoring proposal addressing our comments in the <br /> memorandum. <br /> During a recent inspection of your facility (see enclosed memorandum) , samples <br /> were taken and analysis showed that your discharge to your percolation pond <br /> contains as much as 840 mg/l sulfate, well in excess of the drinking water <br /> standard of 250 mg/l . Local ground water is used for domestic purposes and your <br /> discharge is threatening to violate your Waste Discharge Requirements Order No. <br /> 82-061 which state that the discharge shall not degrade any water supply. The <br /> total dissolved solids (TDS) in your wastewater was 3985 mg/l , which is also far <br /> exceeding the drinking water standard of 500 mg/l . Part of the solids may be <br /> organic instead of mineral origin, but we expect the salt (mineral ) concentration <br /> to still well exceed the 500 mg/l . <br /> We require you prepare a source control program based on a thorough waste <br /> characterization to reduce the sulfate and salt concentrations to levels where <br /> they no longer are considered a designated waste. You are further required to <br /> respond to our comments and submita revicadround water monitoring plan which <br /> will adequately assess the impact of your discharge on local ground water by <br /> 29 June 1990. <br /> If you have any questions, please call Twila Leclerc at (916) 361-5673. <br /> 4/7 <br /> ANTONIA K.
