Preapplication Memorandum
GP-92-16/ZR-92-18/TA-92-17
Page 3
strongly discourages.
WATER:
The County's Water Policy requires that "any General Plan Amendment
approved by the County shall not result in increased demand upon
the water supply available to San Joaquin County as of April 2 ,
1991" .
If a full application is submitted, the project proponents must be
prepared to present documentation adequate to enable the Department
of Public Works to determine conformance with this policy.
TEXT AMENDMENT:
The project proponent is proposing a Text Amendment to allow
regional religious assembly in the Rural Residential zone with a
Use Permit. The proposed facility would seat 720 people.
In the Rural Residential zone, the Neighborhood Religious Assembly
Use Type (seating capacity of less than 250 people) is permitted
with Site Approval; the Community Religious Assembly Use Type
(seating capacity of at least 250 but less than 500 people) is
permitted with a Use Permit; and the Regional Religious Assembly
Use Type (seating capacity of 500 people or more) is not permitted.
The Regional Religious Assembly Use Type is currently not a Use
Type permitted in any residential zone.
Two concerns related to allowing this type of use in the Rural
Residential Zone include access and neighborhood compatibility.
Many of the roadways in rural residential areas may not be capable
of handling the amount of traffic generated by a regional facility.
A regional facility also may not be compatible with the surrounding
rural residential neighborhoods. In addition, the Religious
Assembly Use Type allows school and other accessory uses which may
not be compatible with surrounding residential use.
It should be noted that the Regional Religious Assembly Use Type is
currently permitted in the Agricultural zones with a Use Permit,
Thus, an application for the proposed church facility could be
accepted under the existing zoning.
ENVIRONMENTAL CONSIDERATIONS:
If a full application is submitted, an Initial Study will be
prepared to determine the potential environmental effects of the
project. An initial review of the project site indicates that the
area may be used for foraging by the Swainson Hawk. The Swainson
