Box 2009
Stockton, CA 95201
Attention: Ms. Laurie A. Cotulla, R.E.H.S.
Program Manager
Subject: Corrective Action Plan, Quik Stop Market No. 120,
9321 N. Thornton Road, Stockton, California, Site Code 1261
Dear Ms. Cotulla:
This document is in response to your letter dated January 6, 1992 to Mr. Jack Griffith of Quik
Stop Markets, Inc. (Quik Stop). In this letter you request a Corrective Action Plan to include
feasibility studies, efficiency and cost-effectiveness of three alternatives to protect the groundwater
beneath the site from contamination. RESNA Industries, Inc. (RESNA) at the request of Quik
Stop has been monitoring this site since July 1991. This monitoring has included analysis of
groundwater samples obtained from beneath this site by a state-certified laboratory. These
analyses have been unable to detect any total petroleum hydrocarbons as gasoline or diesel (TPHG
and TPHD) or any of the benzene, toluene, ethyl benzene or total xylenes constituents(BTEX)for
four consecutive quarters. A brief history of our work at this site is presented below.
Site History
In 1987, RESNA (under our former name Exceltech, Inc.) installed a vadose zone monitoring
system around the underground fuel complex at the site. In Manch 1990, this system detected the
presence of hydrocarbons. Further investigation revealed leaks in the product delivery lines.
These leaks were repaired, the contaminated soil removed, and the excavations backfilled with
clean U. From June to August 1990, three exploratory borings were drilled, sampled and logged
at the site and groundwater monitoring wells were constructed in each of these boreholes.
Laboratory analyses of the soil samples revealed low concentrations of petroleum hydrocarbon
related compounds which did not warrant any remedial action (see Table 1) (Exceltech, October
1990).
Laboratory analysis of groundwater samples collected between July 8, 1990 and August 6, 1990
revealed TPHD in monitoring well MW-3 (see Table 2). In December 1990 RESNA, at the
request of Quik Stop, began a quarterly groundwater monitoring program at this site. Analysis of
groundwater samples collected in December 1990 revealed low levels of TPHG and BTEX in
monitoring well MW-2 and TPHD, TPHG and BTEX in monitoring well MW-3 (Table 2).
However, analyses of groundwater samples collected since March 1991 have not detected TPHD,
