May 24 , 1996 <br /> 1- <br /> Chandler Martin MAY 2 8 1996 <br /> San Joaquin County <br /> Community Development Dept COMMUNITY L Vr-LUrrv,L11 <br /> Development Services Division PLANNING DIVISION <br /> 1810 East Hazelton Ave. <br /> Stockton, CA 95205 <br /> Dear Mr. Martin: <br /> I am writing in regards to a minor subdivision application <br /> submitted by Mr Charles Pringle on a 4 . 52 acre short plot in to two <br /> +2 acre. The project site is located on the north side of Linne <br /> Road, 2400 feet west of Chrisman Road, south of Tracy (APN: 248- <br /> 080-23 ; 8253 W. Linne Road, Tracy) (Supervisorial District 5) . <br /> As a surrounding property owner I have a great concern for the <br /> proposed use of this property. Apparently Mr Pringle is advertizing <br /> these parcels as home sites suitable for the raising of horses or <br /> other large domestic animals such as cattle, sheep, etc. It is my <br /> understanding that in rural residential lots of 2 acres or greater <br /> the owners may pasture one horse per acre with one addition horse <br /> per each additional 10, 000 square feet of land area. If my <br /> calculations are correct, approximately 10 horses or other large <br /> domestic animals can be raised or pastures on these two +2 acre <br /> short plots. <br /> My main concern is the potential public health effect this <br /> number of animals would have on a community in transition from a <br /> rural residential to urban residential. Horses, cattle and other <br /> large domestic animals are carriers of a large number of bacterial <br /> and parasitic diseases transmissible to humans by the water route. <br /> Of most concern currently are gastrointestinal diseases such as <br /> Escherichia coli 057 :H7 , Giardia, and Cryptospordium just to name <br /> a few. Cryptosporidium is now the number one gastrointestinal <br /> disease in the nations spread by surface water, infecting millions <br /> of people nation wide. All three of the above organisms are carried <br /> and spread by horses and cattle through their fecal contamination <br /> of surface water (irrigation drainage) which can subsequently <br /> contamination nearby groundwaters, particularly those groundwaters <br /> determined to be under the influence of surface water. <br /> The property in question is under constant irrigation by water <br /> supplied by the Banta-Carbona Irrigation District and the drainage <br /> pattern is to the northeast passing through the back of our <br /> property which will be the proposed location of several drinking <br /> water wells supplying one acre lots. <br /> As the US Environmental Protection Agency national expert in <br />
