Environmental Health Department <br />AMENDED <br />4/8/2020 <br />RCRA Large Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />March 10, 2020 <br /> Facility Address: <br /> 1777 W YOSEMITE AVE, MANTECA <br /> Facility Name: <br /> KAISER FOUNDATION - MANTECA <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />according to a hazardous waste labeling guidance document, posted in the ED Soil Utility Room, waste silver <br />nitrate sticks are to be marked as an oxidizer (IMG 1189-93, 1202). However, according to the Waste Management <br />- Hazardous Waste guidance document posted in the pharmacy (IMG 1194), expired or used silver nitrate sticks <br />are to be placed in a separate container. <br />- Located in the Environmental Services (EVS) storage room: <br />16. A black container with a white lid was missing the composition (contents) (IMG 1195, 1198). <br />- Located in the ED Soil Utility Room: <br />17. A black container with a white lid storing silver nitrate was incorrectly marked as toxic and corrosive, since <br />according to a hazardous waste labeling guidance document posted in the room states silver nitrate sticks are to <br />be marked as an oxidizer (IMG 1199-1203). <br />18. A black container with a white lid storing "vag spec" was missing the hazardous properties, physical state, and <br />an accumulation start date (IMG 1204-7). The container was marked with 2/25/20 as the date the container was <br />placed in the central storage area. <br />- Located in the Laboratory: <br />19. A black container storing what appeared to be used chemical packaging and containers was missing the <br />composition (contents) (IMG 1208-10). <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words “Hazardous Waste”, name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Notes: <br />- The inspection report was amended by adding violation 601. <br />- The facility generated 694 pounds of P-listed RCRA acute hazardous waste in 2019, making the facility a <br />RCRA Large Quantity Generator of hazardous waste. <br />An inspection checklist was provided to the facility operator on the day of inspection.
