This included not only conducting any further soil borings, but possibly going directly to site
remediation, i.e. in this case excavation to clean soil and removal of contaminated soil to
an appropriate disposal or treatment site.
Inasmuch as our initial investigatory findings indicate that contamination may be limited to
5 to 10 feet below surface in the center and the eastern perimeter of the former tank
excavation, and based on your comments during our meeting, we are now proposing to
excavate soils which exceed the County's cleanup levels in .lieu of conducting any more
unnecessary soil borings. We intend on issuing a Request for Proposals to appropriate
environmental firms to prepare a workplan for submittal to your office to conduct an
excavation and hauling remedial operation at the PCP site. We believe that based on the
work done to date that we can estimate the amount of soil to be removed for the workplan.
Of course, until we actually open up the site, remove contaminated soil, and conduct the
necessary confirmation sampling, it would only be an estimate. That would be true likewise
if we were to conduct more soil borings also, so we would like to conduct the more cost-
effective approach of going directly to excavation.
We hope that this approach is satisfactory. PCP still intends on conducting this work in
October, once the canning season has ended and the site can be fully accessed for the
remedial operations. We intend on submitting an excavation workplan to you in September.
If you have any questions or comments, please contact me at your earliest convenience.
Ve truly ours,
RICK A.
