Hazardous Waste Contingency Plan <br /> Holz Rubber Company <br /> 1. Introduction <br /> 1 . 1 Purpose and Implementation of Contingency Plan — 40 CFR 262 . 260 , 22 CCR <br /> 66264 . 51 <br /> This Hazardous Waste Contingency Plan (H\X/CP) was prepared by KERAMIDA Inc . (KERAMIDA) <br /> on behalf of Holz Rubber Company (Holz) (herein referred to as the " Site ") located at 1129 South <br /> Sacramento Street in Lodi , California . Figure 2 , located in Appendix A, presents a portion of the <br /> United States Geological Survey (USGS) Topographic Maps showing the Site location, property <br /> boundary and surrounding properties . <br /> The site consists of two parcels of land on opposite sides of South Sacramento Street which occupy <br /> approximately 5 . 88 acres . The site is generally surrounded by industrial properties . However, there <br /> are residential neighborhoods close by . On the east side of South Sacramento Street, the site consists <br /> of numerous interconnected buildings and structures . In addition , there are several exposed areas <br /> including empty drum storage , shipping and receiving dock , and the steel storage yard . On the west <br /> side of South Sacramento Street, the site consists of two areas separated by a private business . South <br /> of the private business , there is a large pervious lot used for storing unused equipment and materials , <br /> the hazardous waste storage building, and the tooling storage yard . North of the private business , <br /> there is an employee parking lot and several buildings including the maintenance shop , the precision <br /> molding operations building, and hazardous material storage building. In addition , there is a propane <br /> tank located centrally in the employee parking lot. Approximately 83% of the facility is impervious <br /> industrial area . <br /> I <br />[ The Resource Conservation and Recovery Act (RCRA) requires facilities managing hazardous waste <br /> to develop a RCRA HWCP to assist facility employees in responding to an emergency . This <br /> contingency plan is designed to minimize hazards to human health or the environment from fires , <br /> explosion , or any unplanned release of hazardous waste or hazardous waste constituents to air, soil , <br /> or surface water at the Site . The provisions of this plan will be carried out immediately whenever there <br /> is a fire explosion, or release of hazardous waste constituents which could threaten human health or <br /> the environment . <br /> Holz is listed as a large quantity, generator (LQG) of hazardous waste and maintains the following <br /> United States Environmental Protection Agency (USEPA) Identification No . : CAR000102707 . While <br /> the facility is an LQG of hazardous waste, the facility is not an LQG of RCRA hazardous waste . <br /> 1 . 2 Contents of Contingency Plan — 40 CFR 262 . 261, 22 CCR 66264 . 52 <br /> This hazardous waste contingency plan describes the actions Site personnel must take to comply with <br /> Subpart M, Title 40 of the United States Code of Federal Regulation (CFR) , and Title 22 , Division <br /> 4. 5 , Chapter 15 , Article 4 for of the California Code of Regulations (CCR) , and in response to fires , <br /> explosions , or any unplanned sudden or non- sudden release of hazardous waste or hazardous waste <br /> constituents to air, soil , or surface water at the Site . <br /> This plan also describes the arrangements agreed to by local police departments , fire departments , <br /> hospitals , contractors , and State and local emergency response teams to coordinate services . <br /> Appendix A of this plan provides an up- to- date list of the names and phone numbers of all persons <br /> that may be involved in a release or emergency response event .
