Hazardous Waste Contingency Plan
Holz Rubber Company
appears in Section 2 . 1 . Appendix C includes a list of all emergency and decontamination equipment
at the Site . The physical location of the emergency or decontamination equipment is provided as well
as a physical description . Also included in Appendix A is an evacuation plan for the Site in the event
that an evacuation is necessary.
1. 3 Relation with Other Plans — 40 CFR 262 . 261 (c)
This contingency plan is a separate , stand- alone plan . The quick reference guide must include the following elements :
• The types / names of hazardous wastes in layman' s terms and the associated hazard associated
with each hazardous waste present at any one time (e .g. , toxic paint wastes , spent ignitable
solvent , corrosive acid) ;
0 The estimated maximum amount of each hazardous waste that may be present at any one
time ;
• The identification of any hazardous wastes where exposure would require unique or special
treatment by medical or hospital staff,
0 A map of the facility showing where hazardous wastes are generated, accumulated and treated
and routes for accessing these wastes ;
• A street snap of the facility in relation to surrounding businesses , schools and residential areas
to understand how best to get to the facility and also evacuate citizens and workers ;
• The locations of water supply (e . g. , fire hydrant) ;
• The identification of on- site notification systems (e .g . , a fire alarm that rings off site , smoke
alarms) ; and
0 The name of the emergency coordinator(s) and 7 / 21-hour emergency telephone number (s)
or, in the case of a facility where an emergency coordinator is continuously on duty, the
emergency telephone number for the emergency coordinator .
(c) Generators must update , if necessary, their quick reference guides , whenever the contingency plan
is amended and submit these documents to the local emergency responders identified at paragraph (a)
of this section or, as appropriate , the Local Emergency Planning Committee .
The Quick Reference Guide is included in Appendix A .
1 . 5 Amounts and Hazards of Waste Accumulated On- site
The largest amount of hazardous waste generated at the Site results from used grit. Used grit is
generated from finishing operations . A steel grit and glass bead blaster is used to prep metal for
bonding with cement. Following blasting activities , some grit is no longer usable and is cleaned out
and containerized to await shipment by a contracted waste hauler . Used grit is classified as California
hazardous and is not a RCRA hazardous waste . The used grit is cleaned out on a biannual basis .
i
