Hazardous Waste Contingency Plan <br /> Holz Rubber Company <br /> in Appendix B . <br /> 2 . 2 . 2 Identification of Hazards — 40 CFR 262 . 265 (b) , 22 CCR 66264 . 56 (b) <br /> The Emergency Coordinator or designee will immediately assess the situation and identify the <br /> character, exact source , amount, and extent of any released materials whenever there is a release , fire, <br /> or explosion . This will be done by observation or review of facility records or manifests , and if <br /> necessary, by chemical analysis . Refer to Appendix E Spill Notification Form to be used for <br /> documentation of incidents . <br /> 2 . 2 . 3 Assessment of Hazards — 40 CFR 262 . 265 (c) , 22 CCR 66264 . 56 (c) <br /> Concurrently with identification , the Emergency Coordinator will assess possible hazards to human <br /> health or the environment that may result from the release , Fire , or explosion . This assessment will <br /> consider both direct and indirect effects of the release , fire , or explosion . The Emergency Coordinator <br /> or designee will determine whether the incident can be absorbed , neutralized, or otherwise controlled <br /> at the time of the release , without the need of a coordinated spill control response or emergency <br /> response incident . In the event of a coordinated spill control response refer to Appendix E for the <br /> emergency internal notification procedures to be followed . <br /> If the assessment of the release, fire , or explosion indicates that the evacuation of local areas may be <br /> advisable , the Emergency Coordinator will contact Lodi Police / Fire Department to implement pre- <br /> established community evacuation plans . Flammable and explosive hazardous wastes are not currently <br /> stored on Site . <br /> The Site will also implement its evacuation procedures and plans if necessary . Alarms throughout the <br /> facility will alert personnel to evacuate the building and gather in designated evacuation areas . The <br /> facility's Emergency Action Plan , which contains evacuation procedures , is included in Appendix D . <br /> 2 . 2 . 4 Reporting — 40 CFR 262 .265 (d) , 22 CCR 66264 . 56 (d) <br /> If the facility has a release , fire , or explosion that could threaten human health or the environment, <br /> the Emergency Coordinator or designee must immediately notify the on- scene coordinator or <br /> National Response Center (see Appendix B) , and provide the following information : <br /> • Name and telephone number of reporter <br /> • Name and address of facility '.. <br /> • Time and type of incident <br /> 0 Name and quantity of material (s) involved , to the extent known <br /> • Extent of injuries , if applicable <br /> • Possible hazards to human health or the environment <br /> This information can be recorded on the Spill Notification form (Appendix E) . <br /> The Emergency Coordinator is responsible for notifying the appropriate federal, state, or local <br /> agencies as needed . Refer to Emergency Notification Phone Lists (external) in Appendix B .
