Hazardous Waste Contingency Plan Holz Rubber Company in Appendix B . 2 . 2 . 2 Identification of Hazards — 40 CFR 262 . 265 (b) , 22 CCR 66264 . 56 (b) The Emergency Coordinator or designee will immediately assess the situation and identify the character, exact source , amount, and extent of any released materials whenever there is a release , fire, or explosion . This will be done by observation or review of facility records or manifests , and if necessary, by chemical analysis . Refer to Appendix E Spill Notification Form to be used for documentation of incidents . 2 . 2 . 3 Assessment of Hazards — 40 CFR 262 . 265 (c) , 22 CCR 66264 . 56 (c) Concurrently with identification , the Emergency Coordinator will assess possible hazards to human health or the environment that may result from the release , Fire , or explosion . This assessment will consider both direct and indirect effects of the release , fire , or explosion . The Emergency Coordinator or designee will determine whether the incident can be absorbed , neutralized, or otherwise controlled at the time of the release , without the need of a coordinated spill control response or emergency response incident . In the event of a coordinated spill control response refer to Appendix E for the emergency internal notification procedures to be followed . If the assessment of the release, fire , or explosion indicates that the evacuation of local areas may be advisable , the Emergency Coordinator will contact Lodi Police / Fire Department to implement pre- established community evacuation plans . Flammable and explosive hazardous wastes are not currently stored on Site . The Site will also implement its evacuation procedures and plans if necessary . Alarms throughout the facility will alert personnel to evacuate the building and gather in designated evacuation areas . The facility's Emergency Action Plan , which contains evacuation procedures , is included in Appendix D . 2 . 2 . 4 Reporting — 40 CFR 262 .265 (d) , 22 CCR 66264 . 56 (d) If the facility has a release , fire , or explosion that could threaten human health or the environment, the Emergency Coordinator or designee must immediately notify the on- scene coordinator or National Response Center (see Appendix B) , and provide the following information : • Name and telephone number of reporter • Name and address of facility '.. • Time and type of incident 0 Name and quantity of material (s) involved , to the extent known • Extent of injuries , if applicable • Possible hazards to human health or the environment This information can be recorded on the Spill Notification form (Appendix E) . The Emergency Coordinator is responsible for notifying the appropriate federal, state, or local agencies as needed . Refer to Emergency Notification Phone Lists (external) in Appendix B . The Emergency Coordinator or other authorized personnel Will implement evacuation procedures if necessary. 5 I I
