The following violations are still open:
Violation 118: Failed to maintain training records-OPEN
1) Does fabrication manager have the same job description as the foreman? I did not see the description for that
position.
2) Are the people that signed the sign-in sheet considered "maintenance?"
3) The EAP says "All Emergency Response Team Members shall be trained in their responsibilities as it pertains to
the Emergency Action Plan." I did not seen routine hazardous waste items (ie labeling) in the plan. Is that
included with the EAP training? Everyone is included with this training?
Violation 301: Failed to minimize the release of a hazardous waste-OPEN
Violation 601: Stored hazardous waste on site too long-OPEN
Violation 608: Failed to properly manage used oil/fuel filters-OPEN
Although the facilities' response was acceptable, the disposal records were not legible. I also need the disposal records
for the filters that were onsite too long. Please reference the disposal records to the wastes for the violations.
Also, it is acceptable for third party contractors to do maintenance work as long as the proper documentation is left on
site. Filters need to be drained before transport. I have attached a form our department made that can be used to
describe amounts of waste taken. The form is not required but it has what we look for in a document during an
inspection.
Thank You,
John Alaniz
REHS
San Joaquin County
Environmental Health Department
1868 E Hazelton Avenue
Stockton, California 95205
Phone: (209)468-3147
Fax: (209) 468-3433
Please note, my email address has changed to jalanizl@sjgov.org.
1
