HIGHWAY 33, TRACY, SAN JOAQUIN COUNTY <br /> Thank you and Mr. Mark Trinkle for meeting with Mr. Duncan Austin and me of the Central <br /> Valley Regional Water Quality Control Board (Regional Water Board) on 7 February 2008 to <br /> discuss a path towards subdividing property formerly owned and operated by Trinkle & Boys <br /> Flying Service. Limited soil sampling conducted in 1989 (29 August 1989 Former Discharge <br /> Area Investigation Report by Weston) showed that DDT was identified in a few product <br /> handling areas, and bromacil and diuron were identified in shallow groundwater. In 1991, <br /> there were three monitoring wells on the property, and there is no record of their destruction. <br /> Please provide a work plan for soil and groundwater investigation. The objective of the <br /> investigation is to identify if areas contain petroleum hydrocarbons, pesticides, herbicides or <br /> fertilizers in concentrations that could pose a risk to human health or to groundwater <br /> resources. The work plan should include proposed sampling locations, sample depths, <br /> analytical suites, sampling protocol, the rationale for selecting sample locations, a process to <br /> locate the monitoring wells, and a schedule for implementation and reporting. Regional Water <br /> Board staff would like to meet with you or your environmental consultant to visit the site and <br /> discuss sampling needs before a work plan is formally submitted. <br /> We appreciate you coming in to work with us to find a path to assure that the property is <br /> suitable for residential development.
