HIGHWAY 33, TRACY,
SAN JOAQUIN COUNTY
The site at 31244 S. Highway 33 in Tracy had been used by an aerial pesticide applicator
between about 1949 and 1997. At the request of Central Valley Regional Water Quality
Control Board (Regional Water Board) staff, Trinkle & Boys provided the 3 April 2008 Limited
Subsurface Investigation Work Plan prepared by Advanced GeoEnvironmental, Inc. In this
letter, Regional Water Board staff conditionally concur with the Work Plan.
Soil Samples
Soil samples will be obtained from one and three feet below ground surface and shall be
analyzed for organochlorine compounds by EPA Method 8081, organophosphate compounds
by EPA Method 8141 , chlorinated herbicides by EPA Method 8151 and carbamate
compounds. EPA Method 8318 is proposed for carbamates, which does not include diuron, a
constituent that has been found at this site in the past. If Trinkle & Boys use EPA Method
8318, it should add analyses by EPA Method 532, which includes diuron, but does not include
carbamates. Alternatively, Trinkle & Boys may use EPA Method 632, which includes diuron
and carbamates.
Two of the easternmost soil samples proposed along the runway (67 and B10) should be
repositioned to either side of the runway on the west side of the Jerusalem Drain Line. This
increases the sample density where the operations areas had been. Soil samples obtained
adjacent to the runway (B5 through B10) should additionally be analyzed for polynuclear
aromatic hydrocarbons by EPA method 8310. In the Work Plan, EPA Method 8082 was also
proposed for samples, which analyzes for polychlorinated biphenyls (PCBs). Regional Water
Board staff believe that analyses for polynuclear aromatic hydrocarbons would provide more
information about past activities than analyses for PCBs.
Ground Water Samples
Trinkle & Boys proposes to obtain a grab groundwater sample from beneath the sump on the
north side of the runway, and from the sump discharge point on the south side of the runway.
These groundwater samples are proposed to be analyzed for all analytical suites proposed for
soil samples in addition to total petroleum hydrocarbons by EPA Method 8015M, and volatile
organic compounds, including benzene, toluene, ethylbenzene and xylene, by EPA Method
8260B.
California Environmental Protection Agency
C".
