l <br /> Pesticide Rinse Water Disposal Sites -7- <br /> RECOMMENDATIONS <br /> The following recommendations are made to ensure that current pesticide rinse <br /> water disposal complies with current regulations and that the potential for old <br /> rinse water disposal sites to impact water quality is evaluated. <br /> 2. Pesticide applicators should: <br /> A. Minimize the production of rinse water by using dedicated equipment for <br /> compatible materials, -field rinsing tanks, using high-pressure/low- <br /> volume spray washers, etc. <br /> B. Wash on a well-constructed concrete pad that discharges to a storage <br /> unit which meets the regulations administered by DHS and the appro- <br /> priate Regional Water Quality Control Board: (RWQCB). It is expected <br /> that most operators will utilize an above-ground storage tank located <br /> on a bermed and paved area. Prior to construction of any wash facil- <br /> ity, plans should be reviewed by DNS and RWQCB staff. <br /> C. Plan to reuse the collected rinse water and/or treat it by filtration, <br /> biological degradation, evaporation, etc. Hauling to a Class I <br /> facility may provide a short-term alternative. <br /> D. Review past disposal practices to identify areas that could have <br /> significant pesticide residues. Consult with applicator organizations <br /> such as the Western Agricultural Chemical Association (WACA) and the <br /> California Agricultural Aircraft Association (CAAA) , with other <br /> applicators, and with waste management consultants to select pro- <br /> cedures to evaluate the pesticide residue levels in the disposal areas. <br /> For pesticide residues that pose an environmental threat, determine the <br /> areal and vertical extent of the residues and select mitigation <br /> measures. <br /> 2. Regional Board staff should: <br /> A. At sites where pesticides have been detected in ground water, require <br /> the operators and/or owners to fully characterize the distribution of <br /> pesticide residues and propose mitigation measures for polluted <br /> waters. <br /> B. Promptly review any proposed rinse water management facilities and <br /> coordinate with DHS staff to get the facilities operational as soon as <br /> possible. <br /> C. Require all rinse water generators to test their rinse water to deter- <br /> mine if it is hazardous or designated waste or to manage the rinse <br /> water as if it is a hazardous waste. Subsequently, staff should review <br /> rinse water management procedures at applicator facilities to determine <br /> compliance with waste classification and management regulations. <br />
