A-A1
APPENDIX A
AMENDMENT TO WATER QUALITY CONTROL PLAN
PESTICIDE RINSE WATERS
PROBLEM STATEMENT
Rinse waters containing small amounts of pesticides originate from air and
ground applicators who apply agricultural chemicals throughout the Central
Valley. Rinsing of equipment is required when switching compounds which are
incompatible for registered use on the succeeding crop to be treated or, because
of an incompatibility between the two compounds. . During Phase I of 208
planning, an evaluation of current management practices for handling rinse water
and their effect on water quality was initiated. 1. ,2. , results of this
evaluation revealed that some practices for handling pesticide rinse waters are
not adequate to protect water quality and that ground and surface waters at
sites within the Central Valley may be threatened.
ACTION PLAN
There are 200 sites within the Central Valley where pesticide rinse waters are
produced and must be managed to prevent water quality contamination. The
following are steps to be taken and guidelines to be followed in the Pesticide
Rinse Water Management Program:
1. Regional Board staff, in cooperation with the Department of Food and
Agriculture - Pesticide Use Enforcement Division and local Agricultural
Commissioners , will inventory all facilities producing pesticide rinse
water and determine the potential for surface and ground water contami-
nation. This inventory will be accomplished by 30 June 1980.
At inspected locations where rinse water originates, and there is an
unreasonable risk of contamination of surface or ground water, operators
shall meet the following guidelines:
a. Prohibition of discharge of diluted pesticide rinse water to any
surface or groundwater;
1'. A preliminary Assessment of Pesticide Disposal . by Taxi -Spray, Eureka
Laboratories, Inc. , Sacramento, California, February 1979.
2. Disposal of Dilute Pesticide Solutions , SCS Engineers , Long Beach,
California, November 1978.
