L <br /> Appendix A A-A2 <br /> b. Prohibition of disposal of pesticide rinse water where runoff of <br /> liquids and/or erosion of contaminated soils to surface waters is <br /> likely to occur; <br /> C. Facilities developed for handling pesticide rinse waters shall not <br /> allow percolation to underlying soils and ground waters. This may be <br /> accomplished by lining of soil evaporation ponds with impermeable <br /> materials and/or providing documented tests by a registered engineer <br /> that the permeability of the storage area is 1 x 10-8 cm/sec or less; <br /> d. Facilities shall be designed and managed to prevent nuisances and <br /> provide for controlling access to the storage area. <br /> 3. Designs and plans of facilities for handling pesticide rinse waters shall <br /> be reviewed and approved by the Regional Board and may be subject to waste <br /> discharge requirements and monitoring programs. <br /> 4. When rinse water handling facilities are cleaned out, or when wastes are <br /> removed from overloaded facilities to prevent overflows, ultimate disposal <br /> of concentrated rinse waters and pesticide contaminated soils shall be at a <br /> Class I disposal site or an appropriate site approved by the Regional <br /> Board. <br /> PUBLIC PARTICIPATION <br /> Work plans , rinse water management alternatives and project reports have been <br /> submitted for review to the 208 planning pesticide mailing list and have been <br /> discussed at six (6) Pesticide Technical Advisory Group (PTAG) meetings. This <br /> group is composed of governmental agencies, private applicators, representative <br /> of the chemical industry, and other interested public. A presentation on <br /> pesticide rinse water concerns was also made by Regional Board staff at the <br /> annual meeting of the California Agricultural Aircraft Association. <br /> NEGATIVE DECLARATION <br /> A negative declaration verifying that no adverse environmental impacts will <br /> occur from this plan has been prepared. <br /> ,,,,_.✓ ..X l'aS YG ate.r9 h.i <br />
