Mr. Kyle Christie -2- 28 February 1989 <br /> 2. Include a site map showing the layout of all product lines (former and <br /> existing lines) relative to the underground tanks; <br /> 3. Tables presenting soil and ground water sample results are to include <br /> all available data for the site, and be included in the text of the <br /> report. Table 2 of the 10 October 1988 work plan does not contain data <br /> for soil and ground water samples collected on 23 April 1987 which were <br /> presented in the 28 September 1987 PAR. <br /> 4. The vertical and horizontal extent of contaminated soil must be defined <br /> and shown in map and cross-sectional views. It may be necessary to <br /> install additional soil borings to get enough soil data to achieve a . <br /> high degree of definition (In May 1988 the pipelines for a regular and a <br /> unleaded tank were replaced following a failed precision test. During <br /> the excavation of the former pipelines, contaminated soil was observed) . <br /> Soils beneath the former pipelines must also be investigated and the <br /> results reported in the PAR; <br /> 5. We do not agree with the conclusion to the 28 September 1987 PAR which <br /> states that "soils at the locations of wells ATR-1, ATR-2, ATR-3, ATR-4 <br /> do not contain significant levels of hydrocarbons". Allowable <br /> concentrations of hydrocarbons to remain in soil are determined on a <br /> site-specific basis depending upon the hydrogeology at the site. With <br /> the shallow depth to ground water (11 to 14 feet below the surface) at <br /> this site, strong supporting evidence will be necessary to illustrate <br /> that remaining hydrocarbons will not impact ground tater (soil <br /> remediation of some type is likely warranted at this site) ; and <br /> 6. Continue quarterly ground water sampling for BTX&E and TPH. Quarterly <br /> reports are to be submitted to us and the SJLHD by mid-April , July, <br /> October and January for the previous quarter. Results from the February <br /> 1989 sampling are to be submitted as soon as they are available. <br /> If any of the above due dates cannonbe met, an extension must be requested in <br /> advance in writing with justification.
