The EHD recently approved the remedial action plan, the SVE and AS wells have been installed and the remediation system is under construction; the permit to operate is still needed from the SJVUAPCD. 1245 Charter Way, W. (designated 1245 Equipment Way on the preliminary five-year review letter) • The CUF recommends the EHD direct with enforcement if necessary, implementation of the approved work plan without delay; the EHD does not fully agree with these recommendations. A revised and updated site conceptual model (SCM) has been received, but not yet reviewed; upon review the EHD will issue directives as appropriate. The previous SCM was inadequate due to concentration unit error and lack of plume delineation; the new SCM should address these issues. Remediation of this site is problematic as much of the sorbed contamination is in fine-grained soil in the saturated zone. 1250 Wilson Way, N. • The CUF recommended that the EHD direct assessment of groundwater remedial technologies and implementation of active groundwater remediation. The EHD agrees with this recommendation. 1403 Country Club Blvd. • The CUF recommended continued active remediation and maximizing it as necessary; the EHD agrees with this recommendation. 1501 Charter Way, W. • The CUF agreed with EHD directives. The EHD is waiting for a report on the recent bench-scale test and for a report of findings from a recent soil boring. 1717 Center Street, S. • The CUF agreed with recent EHD directives. A report on the recent installation of monitoring wells is pending. 1876 Country Club Blvd. • The CUF recommended that the EHD direct continued groundwater extraction and treatment and initiate additional groundwater treatment technologies. The EHD agrees in general with these recommendations, but the EHD believes that the progress of the current remedial effort should be monitored for a while before directing additional remedial actions. 2151 Country Club Blvd. • The CUF recommended assessment of remedial technologies and implementation of active remediation without delay; the EHD agrees with this recommendation and will direct interim remediation. 5-Year Review Comment Letter 061608.doc
