i Messrs Trommer and Lin y 16 June 2008
Preliminary Five-Year Review Letters Page 6 of 7
Various Sites
2315 California Street, N.
• The CUF recommends site closure consideration; the EHD will discuss the
potential for closure with the Central Valley Regional Water Quality Control Board
(CVRWQCB). The main problem with this site is the incomplete delineation of
1,2-DCA-impacted groundwater. The RP's consultant has indicated that he will
recommend possible groundwater extraction from monitoring well MW-3-Shallow
to further reduce TPHg and BTEX compounds concentrations.
2360 East Road
• The CUF recommended site closure consideration. The EHD agrees with this
recommendation and will direct submission of a site closure summary report that
addresses the vertical extent of impacted groundwater, contaminant mass, mass
reduction rate, etc.
2662 Wilson Way, N.
• The CUF recommended assessment and implementation of groundwater
remediation in a timely manner; the EHD agrees with the recommendation. An
SCM has recently been submitted to the EHD; upon review of the SCM the EHD
will direct groundwater remediation as appropriate.
3535 Cherokee Road
• The CUF recommended assessment of remedial technologies; the EHD agrees
with this recommendation. A remedial feasibility study is underway.
4405 Pacific Avenue
• The CUF recommended direction of active remediation; the EHD agrees with the
intent of the recommendation; the EHD recently approved a remedial action plan
(RAP), the related trenches and wells have been installed and the system has
been tested. Active remediation will be implemented after the San Joaquin Valley
Unified Air Pollution Control District (SJVUAPCD) issues a permit to operate.
7647 Pacific Avenue
• The CUF recommended continued DPE operation, to which the EHD agrees.
The water discharge permit has recently been increased to 10 gallons per minute
(GPM) from 5 gpm so the groundwater extraction rate will be increased. An
SVE/IAS system is also in operation on the site.
11396 Highway 99
• The CUF recommends that the EHD direct active remediation. The EHD has
recently approved a remedial action plan (RAP) for the site; the necessary wells
and trenches have been installed and the system tested. Operation will be
implemented when the permit to operate has been issued by the SJVUAPCD.
There is a water supply well on site.
5-Year Review Comment Letter 061608.doc
