VOO
MEMO OF STAFF REPORT
TO: DIANE HINSON, SUPERVISING REHS
FROM: HARLIN KNOLL, REHS
DATE: SEP'T'EMBER 30, 1991
RE: SITE #2195, 1 W. TURNER RD., LODI
The above referenced site (APN 041-250-10-1) a 12 . 1 acre parcel
in the City of Lodi, was previously operated as a winery by
Italian Swiss Colony Wines (ISC) . It is surrounded by
residential and industrial property. A partnership (Ford
Construction Company, Inc. /Jim Thorpe Oil, Inc. ) purchased the
property in 1988 with full knowledge of the existing and
documented petroleum hydrocarbon soil contamination. This site
entered into the UST Pilot Program on May 4, 1989.
San Joaquin County approved a closure plan, submitted by Jim
Thorpe Oil for ISC, for 2 UST on January 16, 1987. Jim Thorpe
Oil Inc. performed removals on January 23 , 1987 and soil samples
collected beneath 15, 000 gallon cement diesel tank indicated
petroleum hydrocarbon contamination. On December 23 , 1987 the
excavation was enlarged and soil samples were collected which
indicated contamination was still present. Groundwater
Technology Inc. was contracted by ISC and were issued a
monitoring well permit on March 25, 1988. The monitoring wells
were installed and sampled with no groundwater contamination
found. On December 9, 1988 a re-excavation workplan was
submitted by one of the new property owners, Jim Thorpe Oil, Inc.
An extensive over-excavation of the contaminated area was
undertaken by Ford Construction Company, Inc. /Jim Thorpe Oil,
Inc. Soil sampling of the excavation has indicated that
mitigation is complete, but a large amount of contamianted soil
remains stockpiled on-site. A proposal is pending for reuse of
the contaminated materials removed and has been reviewed and
approved by the Central Valley Regional Water Quality -
Control-Board.
Due to the contaminated stockpiles currently remaining on-site,
this site has not received Certification/Closure from Public
Health Services Environmental Health Division of San Joaquin
County. The present contract status of this site is 6 (remedial
actions) .
