Rewards should be given to .taxpayers that take <br /> the bull by the horns and bulldog a clean up into submission <br /> and not allocations of more cost and penalties . Most of <br /> these problems stem from leaks over a very long period of <br /> time . Some are a direct result of practices prior to 1984 <br /> that were perfectly legal and accepted . ' it seems to us , the <br /> most important factor should be a clean environment as <br /> quickly and economically at; possible . These charges do not <br /> lend themselves to that end . Our contention is the fee for <br /> project management should never have been allowed to be over <br /> $500 .00 and the limit should apply in all cases retroactive <br /> to the start of the Pilot Program . <br /> The following information is submitted with this petition in <br /> accordance with Paragraph 2 ( B ) of the procedures to <br /> petition . Lockeford St <br /> Lodi , CA 95240 <br /> ( 2 ) Billing of "program management fees" that amount to <br /> a 420% overhead fee charged to site specific costs . <br /> ( 3 ) Original billing by letter of May 8 , 1992 . This <br /> billing was contested by our letter of June 4 , 1991 . <br /> This petition is filed in accordance with your <br /> letter of July 12 , 1991 . <br /> ( 4 ) It is inappropriate to allocate '"program management <br /> costs to individual sites when that allocation <br /> results in an overhead fee of 420% . This amounts to <br /> a change of over $134 .00 per hour for site <br /> inspection of "review" time . <br /> ( 5 ) Overbilling , Refer to ( 4 ) above . <br /> ( 6 ) A reasonable method of allocating cost to cleanup <br /> sites . It should not cost $134 .00 per hour for <br /> "review" time . <br /> ( 7 ) It apparently is not appropriate to attempt to <br /> allocate all program costs against site clean up . <br /> If the administrative fee charged individual sites <br />
