A <br /> Ms. Diane Hinson 2 - 1 May 1990 <br /> r <br /> 1. •The California Department of Health Services (DOHS) has jurisdiction over <br /> treatment of 'hazardous waste. Before either the Regional Board or San <br /> Joaquin County Public Health Services Environmental Health Division <br /> (PHS/EHD) can approve the proposal , the operator must certify that the <br /> waste is non-hazardous. This self-certification must address the criteria <br /> for the identification of hazardous waste listed in California Code of <br /> Regulations, Title 22, Article 11 , which are: toxicity, ignitability, <br /> reactivity, corrosivity, and whether the waste contains harmful amounts of <br /> persistent and bioaccumulative substances. The DOHS Waste Evaluation Unit <br /> should be contacted to determine the appropriate test methods for <br /> addressing these criteria. <br /> 2. After the materials have been determined to be non-hazardous, it will be <br /> necessary to develop a detailed plan for the proposed reuse. of the i <br /> -materials.. This plan should include: <br /> a. an evaluation of the quantity of soil to be treated; <br /> I <br /> b. an analysis of the levels of hydrocarbons present in the soil ; <br /> c. the proposed mixing and placement methods; <br /> d. identification of the location(s) where the pavement will be placed; <br /> e. a proposed time schedule for the project; <br /> f. date for submittal of the report -of project completion. <br /> if you have any questions, please call me at (916) 361-•5731 . <br /> THOMAS D.
