gwv .[ `--
- . •rhe ys" a
+F'
r
SITE ASSESSMENT REPORT
UPDATE AND WORK STATUS REPORT
FORMER I SC W I VERY S I TE
1 WEST TURNER ROAD, LODI CALIFORNIA
INTRODUCTION
The ISC winery was decommissioned in 1986 and all surface
structures were demolished preparatory to conversion of the site
to a higher land use. During demolition, an on-site, concrete,
fuel storage tank of about 15,000 gallons capacity was removed.
Fuel contamination of the soil under the tank was noted. Versar
Inc. , Sacramento, CA made a Property Transfer Assessment Study,
dated June 5, 1988 in which they summed the site history, geology
and hydrogeology. Two fuel storage tanks had already been removed
at this time (Removed in Jan, , 1987) . Soil contamination was
noted and a recommendation for a preliminary subsurface investi -
gation was made (Appendix A-3) .
Ultimately, the firm Groundwater Technology Inc. (GTI ) was hired
to perform the first steps of the subsurface investigation, pre-
sumeably following the format outlined by the San Joaquin Local
Health District (SJLHD) . That is: ( 1 ) A Preliminary Report, and
(2) A Site Assessment Report (SAR) . The preliminary report was
submitted by GTI , dated klay 25, 1908. It included recommendations
for further work which would complete an SAR. Subsequently a
critique of the GTI report was made by the SJLHD, dated August
2 , 1988. GTI responded to the questions in the critique in a
letter dated September 13, 1988. The GTI report, the SJLHD
critique and the GTI response are appended herein as Appendices
A--7, A-8 and A-9.
Subsequent to the above reports, work was done at the site that
normaliy would have been part of both Site Assessment and Clean-
up. This work included excavation of contaminated soil ,
stockpiling of this soil at the site and analytical testing of
The soils to make sure that all contamination had been removed.
During the excavation process , three groundwater monitoring wells
that had been installed by GTI (See Appendix A-7) were sheared.
Hunter & Associates -were retained in December 1989 to up-date the
s o p e r a t o n s._.p.e.r f o r methe writing of. the report by Jim Thorpe Oil Company (JTO) , the
responsible party in charge of demolition, soil contamination
clean-up and site restoration.
Hunter & Associates are California registered geologists and
certified engineering geologists as is required for witnessing
1
