The wells were 1601 , 130' and 324' deep. The well
casings were cut and recovered from 6 ' below ground level on all
three wells. The two shallow wells were filled with cernent from
bottom to the top of the casing stub. The deep well was filled
with gravel from bottom to about -200' and from there to the
top of the casing stub with cement. Plugging operations were
witnessed by the DHS (Appendix A-21 ) .
ACTIOQN'S TAKEN ON AND SUBSEQUENT TO DECEMBER 13, 1959
On December 13, 1959, Consultants W. J. Hunter and D.R. Allen
(DRA) , registered geologists , visited and examined the 1SC Winery
Site with Richard Thorpe, President of ]TO. The entire problem of
the excavation and the activities that had taken place were dis-
cussed. The three groundwater monitoring wells were located and
the excavation and spoil piles examined. After returning to the
JTO office, all files were opened to the consultants and all data
thought pertinent regarding the subject project were selected for
copying.
O,ving to the approaching holidays and prior cormittments of the
consultants, very little work was accomplished during the remain--
der of 1989. As a first order of business , a topographical
surveyor was hired to re-establish the monitoring well elevations
and to run enough vertical levels to produce a topographical con-
tour map of the excavation (Fig. 4) .
The survey was run on January 11 , 1990, under the supervision of
JTO and DRA. On the same date, DRA examined all spoil piles and
the open excavation. Once again, it is emphasized that DRA never
saw the open excavation when it was 45' deep: it had already been
partially filled prior to the December 1989 visit . Also, Spoil
Pile V 3 vias gone, having been used to partially fill the
excavation. The spoil in Pi le 11 2 was examined Fit. sight and
smell . Figure 7 shows photographs typical of the Ic..vy, bunker-
type oil that was removed from the excavation near the bottom, at
about -40 ' -. 1 .
Figure S has two views of Spoil Pile 11 2. which contains about
half of the polluted soil . Spoil Pile 11 1 , somewhat smaller than
it 2, contains the remainder of the contaminated soil . As noted
earlier , Spoil Pile ,l 3, which contained clean soil , was returned
to the excavation. filling it to its present depth of about .-30' .
Spoil pile 1l 2 is stacked on the plastic covered foundation of
former building "A" As. can die seer, the plastic roiering ari o....
tires used for weighting it down are almost all gone.
11
