The samples were stored in a cooler and <br /> delivered to the Chemwest Analytical Laboratory in Sacramento. The <br /> laboratory results were verbally reported to Versar and are included as <br /> Table i in Attachment IV. The chemical analyses detected barium, <br /> trivalent chromium, copper, lead, vanadium, and zinc. Copper is present <br /> in concentrations well above normal background levels, and lead is <br /> present in slightly elevated concentrations. These levels do not <br /> represent a threat to the environment if they do not increase with depth <br /> and if the soil passes an Extraction Procedure Toxicity Test. A copy of <br /> the Chemwest laboratory report will follow under separate cover. <br /> At the time of the site visit, extensive demolition activities were <br /> being conducted. Demolition work created numerous debris piles and <br /> additional general refuse was present near the site entrance (see Photo <br /> 5, Attachment II). Numerous empty and partially filled chemical storage <br /> drums were scattered along the northern edge of the facility operations <br /> yard. <br /> Cnnclusionsns <br /> On the basis of the site assessment, evaluation of adjacent land <br /> uses, a review of the site history, and interviews with regulatory <br /> agencies, there are several areas of potential environmental concern <br /> which exist at the site. These are: (1) the presence of hydrocarbon <br /> contamination in the subsurface below the recently removed underground <br /> storage tank; (2) the presence of contaminated soil being stored <br /> improperly; (3) the presence of empty and partially filled chemical <br /> storage drums; (4) the presence of elevated levels of lead and copper in <br /> the soil below the process wastewater pond. <br /> The presence of hydrocarbons in the subsurface beneath the 15,000- <br /> gallon underground storage tank indicates that groundwater contamination <br /> may be occurring. However, there is no groundwater monitoring data to <br /> evaluate lateral and vertical migration of the contamination. <br /> Therefore, it would be prudent for the owners of the property to conduct <br /> a site investigation to verify the extent and levels of contamination. <br /> At the. time of Versar's visit on December__28,-1987, the- pile-o_f _ <br /> ---_ — T — _ --contaminated soil Pram-tie tank removal was exposed to the atmosphere. <br /> A permit from the San Joaquin County Air Pollution Control District is <br /> required in order to aerate contaminated soil. According to. a <br /> representative of Jim Thorpe Oil , Inc., no permit has been obtained for <br /> the aeration of contaminated soil .
