Until a permit has been obtained, <br /> the contaminated soil should be covered with plastic to prevent <br /> contaminant migration by rainwater runoff and the release of unpermitted <br /> air emissions. <br /> Partially filled and empty chemical storage drums were scattered <br /> about the northern portion of the operations yard, When the contents of <br /> the drums have been determined, the drums should be properly disposed of <br /> to prevent soil contamination. <br /> The presence of copper and lead in the storage pond area does not <br /> present a significant risk of environmental impairment if the metal <br /> content of the soil does not increase downwards, and if the soil passes <br /> an Extraction Procedure Toxicity Test. Additional testing nor metals <br /> may be done in conjunction with a groundwater contamination <br /> investigation. <br /> Recommendations <br /> To reduce the risk of en-�ironmental impairment, the following <br /> actions are recommended: <br /> + 87-12-1: A preliminary subsurface investigation should be <br /> conducted to determine the extent of contamination <br /> released from the underground fuel storage tank. <br /> Additional work should be based on the results of the <br /> preliminary investigation. <br /> E <br /> 87-12-2: The property owner should obtain all necessary permits <br /> from the San Joaquir, County Air Pollution Control <br /> District for aeration of contaminated soils. The <br /> permits should be acquired and treatment started as <br /> soon as possible. Until the permits are obtained, the <br /> existing pile of contaminated soil should be covered <br /> with plastic. <br /> s <br /> 87-12-3: The abundant garbage -and debris should be disposed of <br /> properly. Additionally, the contents of any partially <br /> filled storage drums should be determined, and all <br /> f . <br /> drums should be disposed of properly. <br />
