simplified site plan of the property prior to demolition of the <br /> buildings and subsequent excavation work. <br /> REVIEW OF PRIOR WORK: <br /> After decommissioning the winery, Jam Thorpe Oil , Inc. , (JTO, ) <br /> was contracted to destroy the existing buildings & structures <br /> that remained can the property. Work began in 1987, and was <br /> essentially completed by the end of 1988. During the removal of <br /> a 15,404 gallon concrete bunker , (which had contained diesel fuel <br /> and/or Hunker fuel , ) soil contamination was discovered. Because <br /> of the possibility of groundwater contamination, several soil <br /> borings and three (3) monitoring wells were installed in March, <br /> 1988, around the area which had contained the bunker. Laboratory <br /> analysis revealed that BTEX & TPH--6 were below detection limits <br /> in all samples, but minor amounts of TPH as oil & grease, (EPA <br /> 418. 1 , ) were detected in some of the soil samples. Analysis of <br /> the water samples showed all tested substances were below <br /> detection limits. <br /> In July, 1988, Ford Construction Inc. & JTO purchased the <br /> property, and assumed liability for future clean up and site <br /> closure. In early 1989, additional spoil was removed from the <br /> site of the former concrete tank, resulting in a pat approxi- <br /> mately 160 ' X 180' X 45 ' deep, plus access ramps & erosional <br /> gullies. Plate V1" shows it 's approximate size 9 location. The <br /> excavation reached a maximum depth of about 45 'bgl ; it breached <br /> the wafter table, which at that time was about 39 ' bgl . Sloughing <br /> and erosion has refilled the pit to about 30 feet, and nater no <br /> longer is visible. <br /> Refer- to Exhibz t A, (SAR prepared by WJHj dated 2-1-1990, ) for a <br /> more detailed history of acts vi ti es. <br /> Subsequent reports by WJH concluded that all contaminated sail <br /> had been removed from the site, and the groundwater had not been <br /> impacted; refer to Fxhabxts 8 & E for copies o4 those reports. <br /> On July 23, 1990, the San Joaquin Co. Environmental Health <br /> Divisions stated that they agreed with WJH 's assessment. . " that <br /> groundwater has not been impacted and no significant contamina- <br /> tion remains in the vadose zone, " However, site closure could not <br /> be achieved eved unto 1 the removed spoil was either disposed of or <br /> satisfactorily remediated to acceptable levels. Refer to Exhibit <br /> E for a copy of that correspondence. <br /> The three monitoring wells were destroyed in September , 1990, <br /> under the supervision of Environmental Health Division personel . <br /> 3 <br /> v <br />
