kq K L E l N F E L D E R 3 BACKGROUND ' General Mills operates a food production facility located at 2000 West Turner Road in Lodi, California The facility includes an office, fuel storage areas, silos, parking areas, etc , for food production purposes ' Kleinfelder reviewed pertinent documents and information related to the USTs on the site provided by General Mills Based on Klernfelder's review of this information, Kleinfelder understands the ' UST area discussed in this report is located south of the office and approximately 10 feet north of Building No 86 (See Plate 1) The two USTs were oriented north to south and situated side by side on an approximate 30 foot by 30-foot reinforced concrete pad At one time, the two 10,000- gallon USTs reportedly contained diesel, kerosene and/or JP-4 jet fuel ' According to a PHS/EHD inspection report, a single 10,000-gallon fiberglass UST was removed from the site on January 29, 1988 Apparently the tank was removed due to an unauthorized release The tank removed was shown as being the easternmost tank of two USTs Iocated side by ' side and north of a "new" building The bottom of the tank was at a depth of approximately 12 feet bgs and located on a large concrete pad Two bottom soil samples were taken at each end of the tank, at the ends of the concrete pad, at approximately 14 feet bgs Kleinfelder reviewed analytical data reports associated with these two samples conducted by California Water Labs Inc , dated January 29, 1988 The two soil samples were analyzed for ' total petroleum hydrocarbons as referenced to gasoline (TPH-G) diesel (TPH-D), kerosene (TPH- K) and motor oil (TPH-MO) and benzene, toluene and xylenes (BTX) The northernmost soil sample was reported by the laboratory as "none detected" for the requested analyses at or above laboratory reporting limits TPH-K was the only analyte detected at 19 0 mg/kg from the soil sample collected from the southern end of the tank ' An unauthorized release report was prepared by county employee William R Snavely, dated January 14, 1988 This report indicated that a leak was discovered due to inventory discrepancy ' and that approximately 123 gallons of JP1 Fuel was involved Comments in this report stated the following "Manager discovered a discrepancy in inventory and called ITT Tank Service to check system, leak in filler pipe observed, Stockton Service Station advised that the tank be removed, tank is being pumped out and to be empty 1/12/88 " The remaining UST is positioned on the western half of the pad As part of Kleinfelder's initial ' investigation, borings were advanced to assess the soil conditions as they pertain to possible soil contamination, due to operations of the existing UST (western side of cement pad) pnor to its proposed abandonment in place The General Mills facility utilized flus UST and the previously removed UST for fuels used to run the turbines in their production process Klelnfelder understands that currently there is only one ' 18748 T02/ST02R795 Page 3 of 1 1 ©2002 Kleinfelder,Inc December 3,2002
