OBSERVATION: An inspection was last done on 12/12/2019 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by 01/11/2020. This information has not been received resulting in a non-compliant status for this facility. REGULATION GUIDANCE: An operator that receives an inspection report shall have 30 days to implement the corrections specified in the inspection report and comply with permit conditions. The corrective action shall include all of the recommendations made in the report. The operator shall submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. CORRECTIVE ACTION: Ensure that a written response documenting corrective actions taken or proposed is submitted and all corrections implemented within 30 days of receiving an inspection report.This is a Class II violation.203CCR 2712(b)(1-2) Failure to maintain monitoring records for 36 months and maintenance records for 60 months. OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. - The 12/06/2018 Overfill prevention test results were not found on site during the inspection.- The 01/21/2020 secondary containment test results were not found on site during the inspection. REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last three years on site and submit copies to the EHD.This is a minor violation.205CCR 2712(i) Failure to have current UST Monitoring Plan readily accessible at the facility. OBSERVATION: An approved copy of the monitoring plans were not available for inspection. REGULATION GUIDANCE: A copy of these plans shall be accessible on site at all times.
