14900 West Highway 12 <br />Lodi, CA 95242 <br />(209) 369-1041 <br />See Appendix 1 for Emergency Contact List. <br />6.1 Spill Response Organization <br />Spill response organization is composed of the following positions: <br />• Primary Emergency Coordinator <br />• Alternate Emergency Coordinator <br />The following response actions will be completed by the Primary Emergency Coordinator or his/her <br />designated Alternate Emergency Coordinator: <br />• Conduct control and clean up actions; <br />• Monitor clean up and initiate removal operations; <br />• Alert neighbors if personal danger is possible or if the spill is not being totally contained on Tower <br />Park Marina property; <br />• Maintain a chronological log of events and communication during the spill incident, containment, <br />and clean up; <br />• Record times, names, conversations, and instructions given and received; <br />• Notify the appropriate regulatory agencies; <br />• Notify the Office of Emergency Services; and <br />• Document all actions and provide reports to Tower Park Marina management and government <br />agencies. <br />6.2 Response to a Minor Discharge <br />Employees will: <br />• Stop or shut-off leak at its source if possible to do so safely; <br />• Notify the Primary Emergency Coordinator or Alternate as soon as possible; <br />• Stop traffic and control access to the spill area; <br />• Deploy absorbent booms, pads, or berms; <br />• Under direction of Emergency Coordinator, contain the discharge with discharge response <br />materials and equipment; and <br />• Place discharge debris in properly labeled waste containers. <br />The Emergency Coordinator will complete the discharge notification form (Appendix A), and notify the <br />management as well as the appropriate regulatory agencies. <br />6.3 Major Hazardous Material Spill Response <br />In the event of a major discharge, the following guidelines apply for Tower Park Marina staff: <br />• Call 911 or Fire Department. <br />• Immediately evacuate the discharge site via the designated exit routes and move to designated <br />staging areas at a safe distance from the discharge. <br />• If the Primary Emergency Contact is not present at the facility, an Alternate Emergency <br />Coordinator on-site staff member notifies the Primary Emergency Contact of the discharge and <br />has authority to initiate notification and response. Certain notifications are dependent on the <br />circumstances and type of discharge. <br />• The Primary Emergency Contact (or Alternate Emergency Coordinator) must call for medical <br />assistance if needed. <br />• Call the designated clean up contractor and request vacuum truck to remove spilled product, if <br />necessary. <br />5 <br />
