Plant Site Code: 1737 <br /> 30350 S Tracy Blvd <br /> Tracy, CA 95376 <br /> San Joaquin County Environmental Health Department (EHD) has received Workplan for Remedial <br /> GroundtvaterInvestigation prepared by RMC Pacific Materials (RMC) on August 28,2003. The work <br /> plan proposed collecting eight quarters of groundwater samples and analyzing for diesel,and during <br /> the first two quarters also analyzing for aromatic hydrocarbons such as benzene, toluene, <br /> ethylbenzene,and xylenes. This proposal is not considered a work plan. <br /> You are required to conduct sampling of the monitoring wells and report the findings pursuant to <br /> Title 23,Division 3, Chapter 16,Section 2652 (d) of the California Code of Regulations. Until you <br /> are directed otherwise by EHD,you are required to continue to collect and analyze water samples <br /> from the monitoring wells and submit reports of the results on a quarterly basis. <br /> You may propose to modify elements of your quarterly monitoring such as the chemicals to be <br /> analyzed for in the water sample or the frequency of sampling the monitoring wells,in the future,if <br /> you feel you have sufficient data to support such modifications. EHD will review your proposal for <br /> approval or disapproval. <br /> In a letter dated July 8,2003,you were directed to submit to EHD a work plan that will define the <br /> lateral extent of the contamination in the soil,and installation of a third monitoring well,in the area <br /> of the rock-processing plant that is required for calculation of groundwater flow direction, by August <br /> 15, 2003. EHD has not received this work plan to date. <br /> In a telephone conversation with Louis Schipper on October 1,2003,EHD was informed that RNfC <br /> will submit a work plan to install the third monitoring well early next year(2004). To maumize cost- <br /> effectiveness, the work plan is to include investigative work that will define the lateral extent of the <br /> contamination in the soil. <br /> EHD has established the date of February 15,2004 as the new dead line to submit the above- <br /> mentioned work plan.
