LTH SERVICrS
PUBLIC HEA
SAN JOAQUIN COUNTY :<
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer FOR
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420 C^ PY
ROBERT ALDENHUYSEN AUG 161999
RMC LONE STAR
PO BOX 5252
PLEASANTON CA 94566
RE: RMC Lone Star Kerlinger Aggr. Plant Site Code: 1737
30350 S TRACY BLVD
TRACY, CA 95376
A 1,000-gallon diesel underground storage tank (UST) State ID 11073003 was removed
at the above referenced site on January 11, 1990. Analytical results of the soil sample
collected at the north end of the tank removal excavation was 19,500 parts per million
(ppm) of Total Extractable Petroleum Hydrocarbons (TEPH), and at the south end
was 20,000 ppm of TEPH. You were notified that the site has been placed into San
Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)
Local Oversight Program (LOP) in a "Notice of Reimbursement" dated September 27,
1990. A preliminary soil investigation was conducted at the former UST area in
February 1994. PHS/EHD received Subsurface Investigation Report dated February 25,
1994 prepared by All West Environmental, Inc. Analytical results of the soil samples
collected from soil borings #8 (B-8) were 6,3CO ppm (the highest concentration) of
TEPH at 5 feet below surface grade (bsg), and 18 ppm of TEPH at 20 feet bsg, which
was the depth of the deepest sample analyzed for B-7 and B-8. The vertical limit has
not been defined at B-7 and B-8, but the analytical results of the soil samples indicated
reduction of concentration of TEPH. The report recommended the impacted soils be
excavated, but this over-excavation was not conducted. B-5 terminated at about 80 feet
bsg; no ground water was encountered. Recent monitoring well sampling at the site
(September 8, 1997) reported depth to groundwater (DTW) to be approximately 104
feet bsg. PHS/EHD has determined no further action is required in the area of the
1,000 gallon diesel UST State ID 11073003.
A 560 gallon waste oil UST State ID 11073004, a 10,000 gallon diesel UST State ID
11073002, and a 1,000 gallon gasoline UST State ID 11073001 were removed at the site
on January 23 and 24, 1996. A 1,000 gallon abandoned diesel UST filled with water
was also discovered during the removal of the above-mentioned 1,OCO gallon gasoline
UST and was removed on January 24, 1996. According to PHS/EHD staff, the former
10,000-gallon diesel UST was located at the north edge of a gravel pit. It is unknown
how deep the gravel pit is. PHS/EHD received Underground Storage Tank Closure
Report dated February 27, 1996 prepared by Pacific Excavators. Analytical results of
the soil sample taken from the waste oil UST at 4 feet bsg were 2,100 ppm of TEPH
A Division of San Joaquin County Health Care Services
