RECEIVED <br /> PUBLIC NOTICE MAY G 7 2015 <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank $"RONMENTAL_HEALTH <br /> PERMIT/SERVICEE <br /> SOMA Environmental Engineering, Inc. (SOMA), on behalf of the San Joaquin County Environmental <br /> Health Department (EHD), invites public comment regarding consideration by the EHD to grant <br /> regulatory closure for the leaking underground storage tank (LUST) case at the subject site (Site) <br /> identified below. The Site is currently owned by CEMEX, a Mexican multinational building materials <br /> company. <br /> SUBJECT SITE: <br /> Site Name: RMC Pacific Materials GeoTracker Global ID No. T0607700371 <br /> Site Address: 30350 S. Tracy Blvd., Tracy EHD Site Code: 1737 <br /> PUBLIC COMMENT PERIOD: 60 Days —from May 5, 2015 to July 4, 2015 <br /> CASE SUMMARY: <br /> The EHD and the Central Valley Regional Water Quality Control Board (CVRWQCB), in cooperation <br /> with CEMEX and SOMA have evaluated soil and groundwater conditions, and potential health concerns <br /> at the subject Site resulting from an unauthorized release of (gasoline, diesel, etc.) from an <br /> underground storage tank (UST) system. The unauthorized release from the UST system was <br /> discovered in January 1990. From January 1990 to June 1999, eight USTs containing either gasoline, <br /> diesel, waste oil, or asphalt were either removed or decommissioned in place by filling grout. At the <br /> current time, there is no active UST system on the Site. <br /> Soil and groundwater investigations were conducted from January 1990 to September 2013, to <br /> characterize impacted soil and/or groundwater. SOMA determined the extent of petroleum <br /> hydrocarbon impact to soil and groundwater. SOMA estimates that approximately 15,680 pounds of <br /> diesel is adsorbed between the surface and 20 feet below surface grade (bsg). However, no <br /> contamination was observed in groundwater during the most recent monitoring event of September <br /> 2013 and the soil contamination is limited to onsite areas only. Potential negative effects of the residual <br /> contamination on human health and the environment were evaluated by SOMA, and found to be <br /> negligible. On the basis of groundwater monitoring and the site characterizations, and the <br /> recommendation of SOMA, the EHD has concluded that the Site status is protective of the environment <br /> and human health for current and future Site use and for adjacent off-site areas. <br /> The EHD has submitted Case Closure Summary to the CVRWQCB. Once the EHD receives and <br /> responds to the comments from CVRWQCB and has addressed all public comments received, the EHD <br /> anticipates issuing a No Further Action Required letter for the subject Site. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/. <br /> Upon written request, the Site case file is available for review at the EHD office located at 1868 East <br /> Hazelton Avenue, Stockton, California 95205.
