S A N J D AR I N Environmental Health Department <br /> y AMENDED <br /> 11/16/2020 <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Marks Fuel& Food, Inc. 880 E VICTOR RD, LODI September 29, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 210 CCR 2715(c)No employee present that were trained in the operation and maintenance of the UST system by a DO. <br /> OBSERVATION: The designated operator employee training for Sukh and Ranjeet, the only two employees on site <br /> at the time of inspection,were not performed. <br /> REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and <br /> maintenance of the UST system at least once every 12 months. The training shall be conducted before the <br /> individual performs the duties of a facility employees.The training shall include, but is not limited to: <br /> 1. Operation of the UST system in a manner consistent with the facility's best management practices <br /> 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan <br /> 3. Employee's role with regard to spills and overfills as specified in the facility's response plan <br /> 4. Name of the contact person(s)for emergencies and monitoring equipment alarms <br /> Initial training shall also include a site-specific practical demonstration that provides both sharing information and <br /> evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least <br /> one of the facility employees present during operating hours shall have current training. <br /> CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on <br /> site, and submit a copy of the training records to the EHD. <br /> This is a Class II violation. <br /> 302 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest <br /> opportunity. <br /> OBSERVATION: The 91 and diesel STP sump sensors were found on the opposite end of the product piping, not <br /> located to detect a leak at the earliest opportunity. <br /> REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. <br /> CORRECTIVE ACTION: The sensor was relocated to the lowest point of the tank by the service technician. Ensure <br /> that all monitoring equipment is maintained to detect a leak at the earliest opportunity. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> On site for the monitoring system certification - EHD did not witness the full testing. Looked inside sumps and <br /> UDCs. Verified spill container 5 gallon capacity. A checklist was provided at the time of inspection. The <br /> paperwork inspection was completed on 11/16/2020.
