OBSERVATION: The designated operator employee training for Sukh and Ranjeet, the only two employees on site at the time of inspection,were not performed. REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees.The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have current training. CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of the training records to the EHD. This is a Class II violation. 302 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. OBSERVATION: The 91 and diesel STP sump sensors were found on the opposite end of the product piping, not located to detect a leak at the earliest opportunity. REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. CORRECTIVE ACTION: The sensor was relocated to the lowest point of the tank by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This is a Class II violation. Overall Inspection Comments: On site for the monitoring system certification - EHD did not witness the full testing. Looked inside sumps and UDCs. Verified spill container 5 gallon capacity. A checklist was provided at the time of inspection. The paperwork inspection was completed on 11/16/2020. A complete report was provided at time of paperwork inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, within 30 days of receiving the complete inspection report.
