PC: 10-15-92 <br /> TA-92-13 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission recommend that the Board of Supervisors: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Development Title Text Amendment No. TA-92-13 based on the 'Bases for <br /> Recommendation' contained in the Staff Report. <br /> BASES FOR RECOMMENDATION <br /> 1. The proposed Text Amendment is consistent with the General Plan. <br /> • The proposed change In the text of the Development Title Is consistent with the <br /> General Plan's Agriculture, Residential, Commercial, and Industrial Objectives and <br /> Principles. <br /> 2. The proposed Text Amendment will not have a substantial, adverse effect on properties affected <br /> by the Text Amendment. <br /> • An Initial Study for the proposal, prepared on September 14, 1992, indicates that no <br /> significant, adverse effects are expected to occur as a result of this proposal. <br /> PROJECT DESCRIPTION <br /> SECTION 1 Changes to the definitions of 'accessory building,' condominiums,' 'grade,' and <br /> 'hotel' to clarify their meanings. The definition for 'condominium' is deleted <br /> because it is redundant. <br /> SECTION 2 Deletion of the 'Residential Second Unit' use classification because it is an <br /> accessory use, not a principle use. Second Unit Dwellings are added to the <br /> Accessory Uses Tables for residential and agricultural zones, as shown in <br /> SECTIONS 7 and 19. <br /> SECTION 3 Landscape Maintenance Services is being deleted from Section 9-115.375, <br /> Building Maintenance Services, and placed in a new subclassification, <br /> Landscaping Services, under Section 9-115.500, Nursery Sales and Services, as <br /> shown in SECTION 4. <br /> SECTION 4 New subclassification, Landscaping Services, under Section 9-115.500, Nursery <br /> Sales and Services, to provide for a greater variety of landscaping activities. <br /> SECTION 5 Additional provision under non-conforming uses to allow buildings, whose only <br /> non-conformity is partial intrusion into a setback area, to increase using the same <br /> building line. This is permitted in the various zones as shown in SECTIONS 12, <br /> 16, 22, and 25. <br /> -3- <br />
