(d) Wastewater. "Wastewater" means any and all waste substances, liquid or solid, <br /> associated with human habitation, or which contains or may be contaminated with <br /> human or animal excreta or excrement, offal, or any feculent matter. <br /> (e) Wastewater Treatment Plant. "Wastewater Treatment Plant" means those lands, <br /> structures and equipment necessary for the processing and disposal of wastewater. <br /> It does not include a septic tank. <br /> (f) Wastewater Disposal System. "Wastewater Disposal System" means any and all <br /> portions of a facility which is used or intended to be used for the collection, transport, <br /> treatment, and disposal of wastewater. <br /> Section 9-1105.3 General Requirements. The following general requirements for wastewater <br /> disposal shall apply to all development projects unless otherwise specified in this Title. <br /> (a) Compliance with, Health District and Agency Requirements. On-site wastewater <br /> disposal shall comply with the requirements of the Health District. Any public <br /> wastewater disposal system shall comply with the requirements of the Public Works <br /> Department or the agency providing wastewater disposal services. <br /> (b) Wastewater Service by Agency. Development projects requiring wastewater service <br /> by a public agency shall be served by a public wastewater disposal system and <br /> wastewater treatment plant. <br /> (c) Written Confirmation for Building Permits. The application.for a building permit shall <br /> be accompanied by written confirmation from the Health District and the Public Works <br /> Department that the development project meets the requirements of this chapter. <br /> The developer shall provide written confirmation from agencies other than the County <br /> in accordance with Section 9-1100.4(d)2. <br /> (d) Suitability of an Area for Septic Tank Usage. The suitability of an area proposed for <br /> septic tank usage, will be determined by the Health District in accordance with the <br /> following criteria: <br /> (1) The intensity and extent of the existing and the proposed development project <br /> use of septic tanks within and around the area; L <br /> (2) The suitability of the soil for utilizing septic systems including percolation rates <br /> and soil profiles; <br /> (3) The depth and gradient of the water table; <br /> (4) The history of past uses in the project area to assess potential problems; <br /> (5) Other information as required by the Health District to determine the <br /> cumulative effect of the existing and the proposed development project on <br /> ground water contamination. <br /> August 31, 1989 1105-2 <br />
