'fr <br /> (i) 9-1150 Roadways; and <br /> (j) 9-1155 Underground Utilities. <br /> Section 9-1100.3 Deflnittons. Unless otherwise provided in this Division, the following definitions <br /> shall be used in interpreting the provisions of this Division. <br /> (a) Agency. "Agency" means a public entity empowered to provide those services <br /> necessary to support a particular development. <br /> (b) Design Standards. "Design Standards" means the design requirements established <br /> by the Board by resolution and applicable at the time of approval of a project. <br /> (c) Developer. "Developer" means any person or persons, partnership, firm, corporation, <br /> or other business entity, financially responsible for the work involved, either directly or <br /> through the services of any employee, agent, or independent contractor. <br /> (d) Development Proiect. "Development Project" means any project for which a <br /> discretionary permit is required, excluding General Plan amendment, Ordinance text <br /> changes, and rezonings. <br /> (e) Director of Public Works. "Director of Public Works" means the Director of Public <br /> Works of the County of San Joaquin or his designee. <br /> (f) Infrastructure. "Infrastructure" means roadways and associated facilities, drainage <br /> facilities, water facilities, and wastewater facilities. <br /> (g) Improvements. "Improvements" means additional roadway, drainage, water, and <br /> wastewater facilities required to adequately serve development projects. Roadway <br /> improvements may include, but not be limited to, grading, pavements, curbs and <br /> gutters, sidewalks, driveways, bridges, traffic signals, roadway lighting, signs, or <br /> roadway landscaping. Drainage improvements may include, but not be limited to, <br /> main pipelines, culverts, drainage inlets, connector pipes, manholes, channels, ponds, <br /> ditches, and appurtenances. Wastewater improvements may include, but not be <br /> limited to wells, main pipelines, service laterals, manholes, cleanouts, and <br /> appurtenances. Water improvements may include, but not be limited to, main <br /> pipelines, service laterals, valves, meters, hydrants, and appurtenances. Improvement <br /> shall also mean such specific facilities the installation of which is necessary or <br /> desirable to insure conformity to or implementation of the County General Plan or <br /> Specific Plans. <br /> (h) Improvement Plans. "Improvement Plans" means plans, profiles, specifications, and <br /> engineer's estimates of improvement cost, and all necessary details of the <br /> improvement proposed for installation or modification. <br /> August 31, 1989 1100-2 <br />
