Kleinfelder's report of these sampling activities <br /> is dated May 21, 1987. This report shows the location of Soil samples,within-the excavation <br /> to verify removal-of soil with diesel. -Laboratory analyses of verification;soil samples,..SS <br /> 03, SS-04, SS-06, and SS-07,shoved non-detectable leveIs of Total Petroleum.Hydrocarbons <br /> (TPH) and Benzene, Toluene, Ethyl Benzene, and Xylene'(BTEX). This report therefore <br /> documents the removal `of the.soil.with diesel'from the subsurface soil. ,surrounding the- <br /> former..tanks: <br /> Approximately 400 cubic yards of soil were removed from the tank area and stockpiled on . <br /> site. The stockpiled soil was sampled- on May. 14,' 1987 after excavation; activities and <br /> analyzed for TPH. TPH concentrations from four stockpile soil:sampleswere 220_, 430, 440, <br /> and 1,100 mg/kg. <br /> A soil remediation workplan was written,by Kleinfelder.on September 16; 1987 for the <br /> stockpiled soil.;.' In this workplan. Kleinfeldef proposed-.to _aerate..the :soil at a nearby <br /> landfarm facility in Stockton,-The soil remediation workplan was'sub mitted to the-Regional <br /> Water Quality Control° Board (RWQCB).'.and,..the- °San.Joaquin. Local :,Health District <br /> (SJLHD). - Xleinfelder stated iti their--October. 23; 1989 summary:.letter,., that only the <br /> RWQCB responded to the.workplan-in writing. The RWQCB requested that the stockpiled <br /> soil be resampled and°if te TPH,'concentration was less than 1,000.ppm, the soil could-be <br /> transported to.the iandfarm facility. <br /> In a letter to the RWQCB dated}October 26,=1987, Kleinfelder.documented October 1987 <br /> -site activities. During October, 1987, the stockpiled soil was.segregated and approximately <br /> .325 cubic yards of soil with TPH concentrations of less than 1;000 ppm was.transported .to, . <br /> the landfarm facility. The remaining 75-cubic yards-was placed on new plastic sheeting,and <br /> re-sampled. As a result.of this.activity, mixing of the soil occurred and the soil with T 14 <br /> concentrations of greater.than 1,000..ppm `ivas'diluted'with cleaner."soil.' One composite <br /> les . <br /> sample composed of five discrete sampwas-taken from the;75.cubic yard stockpiled soil <br /> remaining on site. The results of,this. analysis .were, 400 ppni;,TPH: '. Because the <br /> concentration was less than.1.000 ppm TPH, the remaining soil could be transported to'the.. f <br /> landfarm facility. <br /> The 400 cubic yards-of soil from the AT&T Lodi Facility was.transported-to the Forward <br /> Inc. Landfill Facility forelandfarming and. ultimate disposal, The soil.was-not manifested <br /> because it was less than .1,000 ppm TPH. The..soil was remediated at.,the Forward, Inc _ <br /> facility by aeration and Aiscing according to Air L:Pollution,Control District guidelines: f <br /> Results of remediation-were documented :in a Soil Remediation Report.by Kleinfelder, <br /> dated May 9, 1988:`Confirmation soil'samples were collected from the remediated-soil and s <br /> submitted for-analyses. The confirm_ation samples°indicted that the-soil hada-concer tration <br /> .of less than 300 ppm TPH and that the soil.could be used at the landfill for cover material. <br /> ' i <br />
