In the 87 product and 91 product UST Tank Information forms are not current in CERS. The under tank construction for overfill protection it states YES for "audible and visual alarm" however no external audible and visual alarms were not observed at the time of inspection. Any change of information must be updated in CERS within 30 days of the changes. Immediately log into CERS, update the required information, and submit for review by the EHD. This is a repeat violation, Class II. 104 CCR 2632(d)(1), 2634(d) Failed to have an approved UST monitoring plan. The monitoring plan is not current and/or not approved by the EHD. The site listed sensor 208 installed in the UDCs as their means of monitoring the under dispenser containment sumps, however the site has Bravo floats and chains as their primary means of monitoring the UDC, furthermore, the site stated in their monitoring plan that records of tank integrity testing were kept on site. When asked the environmental contact Desiz Burns stated that the site did not have tank integrity testing and that it would be removed from their monitoring plan. The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class II. 203 CCR 2712(b)(1-2) Failure to maintain monitoring, maintenance, and follow up action records. Maintenance and monitoring records for the last three years were not found on site. Records missing are the following: Secondary containment test result from 2017, monitoring system certification from 2016, work order B46999 for the replacement of L7- UDC 1/2 208 sensor. These records shall be maintained on site for at least three years. Monitoring records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings and reconciliations. The environmental contact, Desiz Burns, emailed a copy of the missing maintenance records to site while the inspector was on site. Maintain all maintenance and monitoring records for the last three years on site and submit copies to the EHD. This was corrected on site. This is a repeat violation, Class II. 205 CCR 2712(i) Current monitoring plan approved by the EHD not found on site. An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a repeat violation, Class II.
