Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Date: <br />April 10, 2019 <br /> Facility Address: <br /> 14000 E HWY 88 , LOCKEFORD <br /> Facility Name: <br /> H&S Energy Products,#3038 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 306 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). <br />Liquid was observed in the 91 product STP sump. If water could enter into the secondary containment by <br />precipitation or infiltration, it must be removed and disposed of properly. The service technician removed <br />approximately half of a gallon of liquid from the 91 product STP sump. Ensure that all sumps and annular spaces <br />are maintained free of liquid. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br /> 317 CCR 2636(f)(2) Leak detector failed to detect a 3.0 gallons per hour leak at 10 pounds per square inch. <br />The 91 product line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of <br />detecting a 3-gallon per hour leak at 10 psi. The leak detector was replaced and retested during the inspection. The <br />leak existing FE Petro leak detector was replace with a VMI leak detector which was not a "like for like" <br />replacement. A permit must be obtained from EHD for this replacement due to not being like for like replacement. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br /> 319 CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br />prevention. <br />Owners or operators of underground storage tanks that do not meet California Code of regulations, title 23 division <br />3, chapter 16 section 2635(c)(2) shall test overfill prevention equipment once by October 13th, 2018 and every 36 <br />months thereafter; and within 30 days of the date of a repair. The site conducted the test on 4/10/19, over five <br />months late. Ensure to conduct overfill prevention equipment inspection within the time frame provided by the <br />regulation and submit test results within 30 days of performing the inspection. Ensure a 48 hour notification is <br />provided to EHD prior to conducting the inspection. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by May 10th, 2019. <br />Document reviewed: Monitoring system certification test results from 2016, 2017, 2018 Secondary containment <br />2017, employee training, response plan, maintenance records, monitoring plan, financial responsibility <br />documents and designated operator monthly inspection reports from April 2018- March 2019. <br />Documents provided: Return to compliance certification. <br />NOTE: Due to unavailability of San Joaquin County Environmental Health department inspectors, an inspector <br />FA0000091 PR0231631 SC001 04/10/2019 <br />EHD 23-01 Rev. 9/16/2020 Underground Storage Tank Program OIRPage 7 of 8 <br />1868 E.
